First you pick three shades of yellow, orange and red. You might want to use extra darker or lighter shades to draw flames, it's entirely up to you. Choose a soft brush and draw something that would look like flames from afar.

Then, use the warp brush. This is a really handy tool Paint Shop Pro offers. By using the warp tool you can blend the colors together and make your doodle look like flames. After you've warped the image enough to look like the example flames below, duplicate the layers.

Make the dupliacted layer of the flames semi-transparent and use the wind effect to distort the flames. Then, use the warp brush again to create translucent "background" flames. You should never skip this step if you want to learn how to draw flames well.
