There are no hidden "one-time set-up fees" and you are not required to register a domain name with them to get hosted either. If you don't find what you want on this site, you can do a search for decent (and free!) deals
here.
Tripod
It is a popular host that many people use. If you don't mind ads and don't want to create a professional website, you can go with them
- Pros
- 25 MB of space
- WYSIWYG Online Editor and pre-designed templates for you. A note of caution on that though: If you upload your files through their filemanager and then open their sitebuilder, all your changes will be lost. That really sucks and is a big minus.
- FTP access
- Short Subdomain
- Online Help and Support Available
- Free Clipart(duh, who would need that?)
- Front Page Support
- Web Gems(such as polls, guestbooks e.t.c)to enhance your site
- Cons
- Pesky banner ads!You have the ability to customize them though
- If you upload your files through their filemanager and then open their sitebuilder, all your changes will be lost.
- They steal 404 traffic which means that you can't make a custom 404 page
- No hotlinking allowed
Fateback
It is a nice, but not so well-known free host. You can go there if you don't need advanced stuff like PHP, CGI and SSI.
- Pros
- No ads
- 60 MB of space
- Unlimited bandwidth
- Fast Servers
- A variety of cool and short subdomains to choose from
- FTP access
- People there are very nice and friendly and every question you have will be answered instantly if you email them
- Cons
- No SSI, PHP, CGI or any other advanced stuff
- They steal 404 traffic(they have to get money from somewhere!) which means that you can't make a custom 404 page
Portland
This host is not very well-known and is not really worth a try if your site is popular. It's good for a personal or test site though.
- Pros
- No ads
- 15 MB of space
- Detailed Statistics
- FTP access
- SSI, PHP, CGI .htaccess and everything else you could dream of!
- Helpful FAQ pages and a discussion forums
- You can sign-up for a MySQL database

- Very slow
- Only 100 MB of bandwidth
- They have lots of downtime
- Forums are not allowed

Brinkster
This host is used by many webmasters and is pretty decent for a site that is not very big.
- Pros
- No ads
- 30 MB of space
- 0.5 GB bandwidth. It's enough for most websites
- SSI support
- Ability to create databases
- Cons
- No FTP. That's one of my biggest complaints about Brinkster
- 16.7 KB daily bandwidth limit
- Too long url. Although this is not much of a problem, because you can go with a free url redirection provider
Dreamwater
Another free ad-supported host for non-professional sites.
- Pros
- 50 MB of space
- Unlimited Bandwidth
- You can sign up for a free short subdomain(you.4dw.com)
- Free Guestbook, Chat Room and more site add-ons
- Cons
- Banner ads and pop-ups placed on your pages
- No FTP
- They steal 404 traffic. And their 404 page is so ugly, that it may scare visitors away
Fragism
An excellent deal in free hosting.

- 25 MB of space (and more upon request)
- Unlimited Bandwidth
- You can get a free forum
- No ads, just a text link required
- Supports SSI, PHP and more

- Cons
- Not really a con, but take in mind that those guys do check your sites and if you've got any mp3's or other types of commercial music, you are deleted
